The Mid-Columbia Library
System is
governed by a seven member Board of Trustees appointed jointly by the Benton and
Franklin County Commissioners. Board members' terms are for seven years. Board
members serve without salary, but are reimbursed for necessary travel expenses.
The Board is the policy-making body for the library district. They have the
power to determine the rules and regulations governing library service and
personnel, as mandated by the library laws of the State of Washington. The officers are a Board Chair, Vice-Chair,
and Secretary.

FUNDING SOURCES
The Mid-Columbia Library
System's basic
financial support comes from a property tax levy in unincorporated Benton and
Franklin Counties, annexed cities of Benton City, Connell and Kennewick and
from service contracts with the cities of Kahlotus, Pasco, Othello and West
Richland. Additional sources of income are generated from gifts, memorial
funds, photocopies, fines, fees, power generation tax and occasional Federal
grants.
The library district operates on a
calendar-based budget year January through December. Budgets are presented in
October each year.
